Position Summary:
 
The major responsibility of the civilian Communication Technician for the Sheriff’s Department is the receiving of emergency and non-emergency calls for assistance; transmitting information and dispatching law enforcement, fire and/or medical personnel and appropriate equipment through the use of telephone and radio communications equipment.  Monitor all communication monitors.  Monitor and operate all equipment and alarms located in the Communication Center.

DESCRIPTION OF DUTIES:
 
Essential Functions:
 
  1. Responds to Incoming Calls.
1.         Receives calls of need or distress and dispatches necessary agencies, manpower and/or equipment needed to handle the complaint or report.
2.         Receives emergency calls, determines the nature and location of emergency and services provided.
  1. Coordinates emergency responses and personnel to include fire department, first responders, rescue vehicles, wrecker services and ambulance.
  2. Responds to inquiries and complaints from public.
  3. Provides motor vehicle checks as requested by officers.
  4. Provides information to officers and other police agencies on records of stolen autos and wanted fugitives.
  5. Coordinates sirens and emergency notification systems for air raids, storms, and other emergencies.
  6. Monitor closed circuit cameras and alarms located in the Communication Center.
  7. Dispatches other personnel as needed to assist with inmate problems or disturbances, and other duties as assigned by a supervisor.

 
B.Maintenance of Dispatch Records and Computer.
  1. Records all services on Computer Aided Dispatch (CAD) and enters information in the Records Management System (RMS).
  2. Records radio communication transmission on the CAD.
  3. Records other communication received or dispatched as appropriate.
  4. Enter warrants, articles and missing persons into the Criminal Information Bureau (CIB) computer system.
  5. Monitors and answers all incoming telephone lines.
  6. Monitors and answers all 911 telephone lines.
  7. Monitors and operates CAD and RMS.
  8. Operates the Transaction Information for Management of Enforcement (TIME) computer system on criminal and traffic information.
 
 
Minimum Qualifications:
·          Education and Experience:
           ►        High school diploma or equivalent required.
One or more of the following preferred:

►        Six months or more experience Emergency Dispatch or related Law Enforcement preferred.
►        One year work or four years volunteer fire, ambulance, rescue experience preferred.
►        Public Safety Communications Dispatch diploma from an Accredited Technical School preferred.
►        One year military communications experience that primarily involved direct voice broadcasting to send and receive messages associated with    Military Police and emergency equipment preferred.
►        Information Technology experience preferred.
 
 
  • Must be 18 years of age and U.S. citizen
·          No felony convictions unless pardoned by the Governor
·          Ability to maintain confidentiality of sensitive materials, records and conversations
·          Must satisfactorily complete all required training during time period established by the department.
·          Ability to handle several tasks simultaneously.
·          Must have vision correctable to 20/20 to read documents that could include very small print, maps, multiple computer keyboards and monitors, etc.
·          Good hearing or acuity correctable to normal with the ability to hear multiple conversations simultaneously, distinguish voices and able to wear headset.

Knowledge, Skills and Abilities:
Knowledge of Federal and State constitutions, State law and County ordinances.
Knowledge of law enforcement techniques and procedures.
Knowledge of reporting procedures.
Knowledge of County programs and policies.
Knowledge of general management principles.
Knowledge of general Federal Communications Commission (FCC) rules and regulations.
Knowledge of Department record keeping system.
Knowledge of County Computer System.
Knowledge of Microsoft operating system and applications
Ability to read maps (computer and/or paper) and quickly identify locations in Portage County and surrounding counties.
Knowledge of Basic First Aid and Cardio Pulmonary Resuscitation (CPR) Certified
Working knowledge of rules and procedures governing the operation of the Communication Center.
Working knowledge of computers used in the Communication Center.
Working knowledge of all items needed to operate the Communication Center.
Working knowledge of door and camera controls located in the Communication Center.
Ability to understand and follow oral and written instructions.
Knowledgeable and skillful in computer operating systems
Ability to perform data entry proficiently.
Ability to prepare accurate and complete reports.
Ability to work under pressure, exercise good judgment and make sound decisions in emergency situations while effectively communicating with and eliciting information from upset and irate citizens.
Ability to communicate effectively with public, officers and staff.
Ability to evaluate dangerous or criminal situations to determine appropriate assistance necessary.
Ability to interview and gather facts from complainants and/or victims in an appropriate manner.  
Ability to read and interpret statutes, ordinances and regulations.
Ability to deal courteously with general public.
Ability to speak, read and write the English language.
 
Physical Demands:
·          Sitting for extended periods of time.
·          Must possess good verbal, visual and listening skills.
·          Must possess dexterity to manipulate, keyboards, operate control boards and manage multiple tasks.
