Description

The Portage County Human Resources department is looking to hire a Human Resources professional for their Enterprise Resources Planning (ERP) Implementer position.  This full-time position will provide support to both the Human Resources and Finance departments. 

This position is funded through the end of 2026.  This position is eligible for full-time benefits!

Position starting at $68,384.06 / yr.

Summary of Position:

This position will manage the implementation of components of the ERP Tyler MUNIS system, primarily human resources, payroll and finance related. This position may work with other departments on ERP module implementation and be the lead in those processes. Responsibilities include project management, change management, implementation, processes optimization, policy development and end user support and training. 


What are the primary job duties?
 

Human Resources/Payroll/Finance
 
  • Have background in human resources and payroll functions including recruitment, time and attendance, benefits, payroll functions.
  • Have a background in human resources information systems, how they work and how to implement them.

Project Management
 
  • Identify key stakeholders for each ERP module implementation. Work with those key stakeholders to identify and refine the business requirements for the applicable module.
  • Ability to take current business processes, evaluate considerations, analyze decisions to be made, recommend design processes after researching viable options, and assist department(s) in final decisions.
  • Document the process, any process changes, along with decisions made or decisions to be made as part of the module implementation.
  • Have regular meetings, check-ins, and communication with key stakeholders.
  • Coordinate the activities of module implementation to ensure timelines are met for testing and live launches.
  • Prepare implementation schedule, track progress, and coordinate the completion of implementation activities and keep the team accountable for progress towards project milestones.
  • Ensure compliance with industry standards and best practices.
  • Prepare, equip, and support individuals and teams to effectively adopt the business changes to the new ERP module.


Implementation
 

  • Assess, define and implement process standardization between departments.
  • Research and share Munis Knowledgebase documents to assist in the set-up of each module.
  • Configure the system to meet the needs of the organization and ensure all components are correctly set up or delegate to most appropriate individual.
  • Troubleshoot issues that arise and work with users, other departments, and Tyler to resolve.
  • Verify the module set up meets business requirements and functions in a test environment prior to implementation in Live environment.
  • Continuously improve implementation processes and methodologies.

Policy Development
 
  • Create outlines of activities needed for department policies/updates.
  • Recommend and coordinate staff assigned to policy review groups when appropriate.
  • Coordinate policy review by third party liability carrier as required or recommended.
  • Prepare policy documents in track changes according to resolution guidelines for presentation to governing committees and County Board if needed. 


End User Support and Training
 

  • Coordinate training of end users on module prior to launching in live database.
  • Create customized instructions and frequently asked questions for new modules.

General Duties
 
  • Attends assigned governing committee meetings as requested.
  • Consults with other county personnel, federal, state, and other counties regarding business matters.
  • Holds the confidential information received from the County in strict confidence and exercises a reasonable degree of care to prevent disclosures to others.  Not disclose or divulge either directly or indirectly the confidential information to others unless first authorized to do so by the County.

What are the minimum qualifications?
 
  • Bachelor’s Degree in Business Administration, Human Resources or related field preferred.
  • Two to four years’ experience working with an ERP or Human Resources Information System (HRIS), Tyler Munis preferred.
  • Knowledge of government administration setting required.
  • Any combination of education and experience that provides the required knowledge, skills, and abilities
