Land Use Information/Permit Issuance
- Issues County zoning permits.
- Administers and supplies the public with information on Private Onsite Waste Treatment Systems (POWTS), Zoning, Floodplain, Shoreland, Subdivision, Groundwater Protection, and Wireless Telecommunication Facilities Ordinances.
- Conducts on-site investigations to assure compliance with County land use ordinances.
- Recommends changes to various land use and groundwater protection ordinances under the responsibility of the Planning and Zoning Department.
- Evaluate and report on applications to the Board of Adjustment (BOA) and Planning and Zoning Committee.
- Review subdivision proposals.
Inspection of Private On-Site Waste Treatment Systems (POWTS)
- Reviews and approves sanitary applications for compliance with applicable State and County codes.
- Conducts soil investigations of sites for private sewage systems or to verify soil test reports.
- Inspects newly installed septic systems.
- Inspects and evaluates private sewage systems in accordance with on-site waste and groundwater programs to determine possible failures to accept or treat sewage.
Enforce Portage County Land Use and Groundwater Protection Ordinances and Applicable State Codes
- Directly communicates with affected property owners and conducts on-site field investigations to assure compliance with Portage County Ordinances and applicable State regulations.
- Issues orders to correct POWTS, Zoning, Floodplain, Subdivision, Nonmetallic Mining Reclamation, and Wireless Telecommunication Facilities Ordinance noncompliance.
- Develops, documents, and refers for prosecution cases in which individuals refuse to comply with County Ordinances and State codes, including testifying in court on behalf of the County when requested by the Corporation Counsel.
Provide Informational and Educational Services to County Citizens, Officials, and Other Departments
- Prepares and supplies land use information to the Portage County Board of Adjustment, Portage County Planning and Zoning Committee, Portage County Board of Supervisors, and other County committees.
- Disseminates information to public on a continuing basis regarding the availability of funding for septic system replacement or other property improvement programs.
- Attends town and municipal meetings upon request to present information to municipal officials and to the public regarding Department programs.
- Provides cooperative consultation to other County staff upon request when there are questions about site suitability for sewage systems and land use questions for development.
- Informs plumbers and soil testers of changes in policies and codes through letters and informational meetings.
Program Planning and Evaluation
- Develops procedures for administration of the Portage County Zoning Program regarding Chapter 7 of the Portage County Code of Ordinances, where applicable.
- Assists in developing Portage County Zoning Program objectives and work plan by developing recommendations and providing information to the Department Director and Assistant Director.
- Provides input to State agencies regarding proposed policies, codes, statutes, and rules relating to the Portage County Zoning Program and other environmental health associated programs, where applicable.
- Documents cases and provides evidence and recommendations to the Wisconsin Department of Safety and Professional Services regarding possible disciplinary actions against plumbers and certified soil testers.
- Develops annual report on activities of the Portage County Zoning Program and On-Site Waste Program.
- Coordinates filing of statutorily required maintenance reports, maintains County permit databases, and provides direction for computer programming for maintenance program. This includes quarterly and semi-annual holding tank reports, and triennial septic tank maintenance certifications.
What are the minimum qualifications?
- Bachelor’s of Science in Natural Resources Management, Planning, Land Use, or related field.
- State Certified Private On-Site Waste System (POWTS) Inspector, within 1 year of hire.
- State certification as a Certified Soil Tester, within 1 year of hire.
- Soil Erosion Inspector Certification desirable.
- Minimum of one (1) year experience in administering and enforcing codes and ordinances is desirable.
- Must have a valid Driver’s License and access to an insured, licensed, private vehicle.
