Summary of Position:

 

This position provides primary leadership in overall planning, design, implementation, and management of Division programs including services to the jail and half-way facility, all mental health inpatient and outpatient services for both acutely and seriously mentally ill and adults needing protection, and for protective services.  The position serves as a member of the central management team. 


What are the primary job duties?


Provides Leadership in Planning, Developing, Coordinating, and Evaluating the Service Delivery System for the Division

  • Monitors programs and services for efficiency and comprehensiveness.
  • Analyzes current and projects future needs.
  • Designs and recommends program and staffing modifications to meet current anticipated needs.
  • Facilitates/coordinates with other community professionals and/or organizations to be aware of, and resolve, any gaps in services.
  • Assumes primary responsibility for developing division goals and objectives.
  • Assumes primary responsibility for designing and implementing methods of collection appropriate statistical information.
  • Assumes primary responsibility to evaluate division programs for effectiveness.
  • Advises Health and Human Services Board on policy matters pertaining to division issues.
  • Participates on the Elder Abuse I Team.
  • Participates on the Suicide Prevention Task Force.
  • Monitors the crisis facility and Mobile Crisis Unit.
  • Is available 24/7 for assistance with critical incidents.      

Directly Supervises Portage House Supervisor, Special Needs Programs Supervisor, Mental Health Clinic Staff, Adult Protective Services, CSP Staff, Crisis Intervention, OWI Assessor, and Jail Social Worker.
 
  • Recommends hiring and termination, supervises, and evaluates all personnel within the division either directly or by delegation.
  • Ensures new staff are trained.
  • Organizes regular conferences and staff training.
  • Promotes staff development through individual guidance, in service programs, and ensure appropriate attendance at other training events.
  • Administers personnel policies as necessary.
  • Coordinates all division reorganizations to maximize program effectiveness as well as staff efficiencies.

Assumes Oversight for the CCS/CRS Programs.
 
  • Consult with CCS and CRS staff on CCS/CRS issues.
  • Attend CCS Management meetings and participate in CCS coordinating committee.

Assumes Responsibility for Division Budget.
 
  • In conjunction with section supervisors, develops division budget.
  • Monitors all expenditures and revenues throughout the year.
  • Recommends priorities for funding for the division.
  • Pursues additional revenue and develops grants.

What are the minimum job qualifications?
 
  • Bachelor degree in human services; Master’s Degree in human service field preferred.
  • Experience in program planning, administration, budgeting, and staff management preferred.
  • Experience with crisis intervention and elderly services including guardianship issues preferred.
  • ​Experience in the mental health and AODA  fields preferred.Experience working with adult correctional clients preferred.
  • License/Certification in social work preferred.
  • One year computer experience required.
  • Any combination of education and experience that provides the equivalent knowledge, skills and abilities required to perform the essential functions of the position.
