Portage County Health & Human Services is hiring a full-time Outpatient Services Supervisor to join the team! This is a new position added to support the Psych/Intensive In-Home/Adult/Substance Abuse Services section.

Pay starts at $73,894.61 / yr

What are the primary job duties?

Develop, plan, monitor, and evaluate service delivery within the Outpatient Mental Health Clinic, Adult Protective Services, Jail Services, Intoxicated Driver Program and Emergency Mental Health Services programs.

  • Develop, refine, implement, monitor and evaluate programs to assure compliance with DHS 34, DHS 35 and DHS 75 administrative codes.
  • Attends Internal Management meetings.
  • Respond to client complaints.
  • Organize and lead program meetings.
  • Collaborate with internal and external community partners.

Provide clinical supervision per Mental Health Professional designation (DHS 34, 35, 75) to Outpatient Mental Health Clinic, Intoxicated Driver Program and Emergency Mental Health Services staff to maintain ethical and appropriate mental health service provision.

  • Provide clinical supervision to Outpatient Mental Health Clinic, Intoxicated Driver Program, and Emergency Mental Health Services and other staff as needed.
  • Prepare and lead weekly supervision meetings for Outpatient Mental Health Clinic Emergency Mental Health Services staff and Intoxicated Driver Program staff as needed.
  • Provide Critical Incident Stress Debriefing as needed internally at Portage County and to community partners.

Recruit, Hire, Train, Supervise and Outpatient Mental Health Clinic, Adult Protective Services and Emergency Mental Health Services staff.

  • Initiate and consult with Human Resources in the recruitment and hiring process.
  • Recommend hiring and termination.
  • Supervise and evaluate section personnel based on County policies.
  • Ensure new staff are trained, and current staff are trained in new programs implemented in each unit.
  • Implement section reorganization to maximize program effectiveness and staff efficiency.
  • Lead section staff meetings to provide direction and consultation to section personnel.
  • Organize and promote staff development through individual guidance, in-service programs and other training and events.
  • Respond to and resolve staff complaints.


What are the minimum qualifications?

  • Licensed Mental Health Provider (Licensed Professional Counselor, Licensed Independent Social Worker, MD, Ph.D, Psy.D., Nurse Practitioner, Advance Practice Nurse Practitioner) within the State of Wisconsin is required.
  • 3000 hours of supervised clinical practice that meets Wisconsin DHS 34 standards and Wisconsin DSPS standards for Licensed Mental Health Provider status.
  • Management experience in human services or related field preferred.
  • Wisconsin License as a Substance Abuse Counselor preferred.
