The Portage County Planning & Zoning department is hiring a full-time Water Resource Specialist to join the team!

The starting pay is $29.83 / hr

What are the primary job duties?

 
  • Develop short- and long-range plans and documents related to water resource sustainability (quality and quantity) and protection, with primary emphasis on the Portage County Groundwater Management Plan.
  • Provide staff facilitation and recommendations to the Portage County Groundwater Citizens Advisory Committee, who report directly to the Portage County Planning and Zoning Committee.
  • Develop a public information plan, based on the findings and recommendations of the Portage County Groundwater Management Plan, to be adopted and periodically updated by the Portage County Planning and Zoning Committee.  Such an information plan shall define, coordinate, organize, and evaluate Portage County water resource data.
  • Develop or contribute to the development of implementation tools and ordinances for protection of groundwater, including zoning and wellhead protection ordinances, well abandonment ordinance, private on-site waste treatment system ordinance, management practice plans, etc.
  • Conduct groundwater and well monitoring activities for Portage County, evaluate water resource data (based on an adopted public information program), and make recommendations regarding methods to resolve water resource issues or problems.
  • Confer and advise supervisor on primary elements of Department groundwater projects, including all potentially controversial elements.  Provide supervisor with advice, recommendations, and alternatives on groundwater related projects the Department is responsible for.
  • Assist supervisor in developing groundwater management programs, including the application and/or administration of federal, state, or local grants.
  • Prepare written reports and graphic presentations as necessary.

What are the minimum qualifications?
 
  • Bachelor’s degree in water resource management or acceptable related field.  A Master’s degree in water resource management preferred, and may be substituted for one year of required experience.
  • A minimum of three years professional practice in the water resources field.
  • Experience soils interpretation and/or hydrology is desirable.
  • Receive Well Abandonment Level-5 Delegation within six (6) months of hire.
  • Ability to achieve State Certification as Private On Site Waste Treatment System (POWTS) Inspector.
  • Applied experience in groundwater management and use of computer software is highly desirable.
  • Any combination of education and experience that provides the equivalent knowledge, skills, and abilities required to perform the essential functions of the position.
  • Must possess a valid Driver’s License and access to an insured, licensed, vehicle for business related travel.
